Choose the route before opening a form

Work from the flight you will actually take. A connection where you remain airside needs a transit check with the carrier and authority; it should not be treated as an immigration entry by guesswork. If the itinerary changes, resolve the issuing-country question before submitting.

Uganda first: use the immigration portal

The regional information page includes a passport copy, photo, return ticket and itinerary. It also retains an older yellow fever item; the newer 2 October 2026 entry notice says the certificate is no longer mandatory. Resolve a conflicting portal request with immigration.

1. Open Uganda Immigration’s regional-visa instructions and follow its portal link.
2. Start a new application, read the disclaimer and choose the appropriate visa category.
3. Enter details from the travel document and upload the files requested by the live portal.
4. Keep the application reference, payment record and any request for further information.
5. Follow the authority’s decision and arrival instructions; a submitted form or payment is not an approval.

Rwanda first: use IremboGov

IremboGov’s general instructions distinguish paid and free categories. They are not a promise that the regional visa is free or that every passport has the same requirements. Follow the selected product’s actual fee and document list.

1. Open IremboGov and find Visa Application under Immigration and Emigration.
2. Choose Visa Application as the request type, then confirm the regional V11 category.
3. Complete applicant and travel details, and attach the files shown for that category.
4. Check the full submission before confirming it. Retain any billing number and payment confirmation.
5. Read status notifications from the authority and respond to any further request.

Keep the government reference separate from a service reference

Create a small travel record containing the issuing authority, submitted category, reference, payment receipt and latest correspondence. Check status through the same official channel used for the application. Share identity documents only through the channel you have verified.
