Rwanda’s arrival option is not a shortcut around the rules
Rwanda’s regional guidance covers tourism in the three participating countries and publishes a government fee of US$100. If the permission is acquired before travel, the first entry must be through the issuing country. An arrival option does not remove documentary checks or make the regional product necessary for every visitor.
A Rwanda-only visit may have a different national permission or exemption. Check those rules before choosing the regional category; do not assume that a national fee waiver automatically applies to a three-country package.
Uganda: approval and border issuance are different steps
The Uganda embassy explains that an approved online application produces an approval letter serving as travel authorisation. The traveller presents it with the passport and can still face further verification before the visa is placed in the passport.
That final border step is not evidence that a traveller who needs a visa can safely arrive with no prior approval. Check the official requirements and any exemption for your own travel document before boarding.
Check your ticket order and any connection
Use the country where you first clear immigration, not simply the final destination printed on a multi-leg booking. An airside connection and entering a country to collect baggage or change airports are different situations. Ask the carrier and the authority if the connection is unclear.
